Interview with the Director Antonia Grande.

Graduated in Political Science at the University of Bari, Antonia Grande obtained the Diplome d’Études Approfondies en Droit Communautaire at the Faculty of Law of the University of Nancy II and a PhD in International Order and Human Rights at the Sapienza in Rome.  Following various study and research experiences at the University of Bilbao and at the European Court of Human Rights in Strasbourg, in 2003 she joined MAECI as a Cultural Promotion Officer, subsequently she served at the IIC in New Delhi from 2007 to 2013, the IIC in Bratislava from 2013 to 2016 and at the IIC in Algiers from January 2020 as Director.

Could you outline a portrait of the Italian Cultural Institute you direct and its history for the readers of italiana?

The Italian Cultural Institute of Algiers was founded in 1963, immediately after the proclamation of the independence of Algeria, and since its foundation it has never stopped its activities, even in the difficult nineties when, due to the terrorism emergency, the other foreign cultural institutions left the country. This solidarity sharing of the Italian institutions, the Embassy, the Cultural Institute and ICE, has created a relationship with the Algerians that I would define as special. The Italian Cultural Institute in Algiers is a symbol of Mediterranean friendship. It is currently located in the El Biar district, on the city heights, in a colonial-era residence, and continues to characterize itself as an open cultural space, a destination for artists, intellectuals and young students, who love to entertain themselves in the halls of our library or in the gardens. that surround it. It represents a reference point for all those who – interested in Italian culture and language – wish to attend language courses, participate in cultural events and obtain updated information on scholarships and events in Italy. Even during the years of the pandemic, the dialogue with the public never stopped.

How would you describe the city and its cultural scene? What are the most important partnerships that the Institute has with other cultural entities and institutions?

The city of Algiers, al-Jazā’ir for Algerians, is a wonderful Mediterranean capital. In the “white city”, so-called by poets and travellers, cultures and civilizations that have crossed it coexist and merge. The cultural scene reflects this vocation, and is a manifestation of an original heritage in great ferment. Alongside the more traditional expressions, cultural containers and incubators are multiplying that aspire to open up to the world, especially the Mediterranean.
The Italian Cultural Institute promotes Italian culture in every artistic and integrated promotion sector, collaborating, together with the Embassy and ICE, with the most important Algerian institutions. I could mention, in the context of the excellent cooperation relationship with the Ministry of Culture and Arts, the National Museum of Fine Arts, the Algerian Centre of Cinematography, the AARC Cultural Promotion Agency, the National Theatre, the Opera of Algiers, the Oran Regional Theatre, the Constantine Jazz Festival, the Sidi Bel Abbes International Folk Dance Festival, the Symphonic Music Festival, the National Archaeological Research Centre, the Algerian National Higher School of Conservation and Restoration of Cultural Heritage, the Polytechnic School of Architecture and Urbanism. We actively collaborate in promoting the language with the Italian Departments of the Universities of Algiers2, Blida and Annaba and with the numerous high schools in the country that have chosen to include Italian in their teaching programmes. Among the cultural operators I would also like to mention the Algerian Youth Orchestra, a training project born from the idea of a well-known Algerian composer, fellow of our Institute, the Barzakh and Casbah publishing houses.
The Cultural Institute also participates in the initiatives of the Delegation of the European Union in Algeria, actively collaborates with the UNHCR, and has consolidated relationships with the other European representations within the European EUNIC programme, currently holding the presidency of the Eunic Cluster Algeria.

What are the most significant projects of the Institute’s programming?


The current year is a peculiar moment for the country, which celebrates sixty years of its independence, and which will host the 19th edition of the Mediterranean Games in Oran. In this particular excitement, I am pleased to be able to say that Italy will be among the protagonists. The reopening of the national exhibitions saw our country guest of honour at the International Book Fair in Algiers in which all the actors of the national economic system contributed to the creation of a prestigious programme in which numerous authors and publishing houses were involved.
Tosca’s two concerts represented the restart of live activities in grand style considering the depth of the artist and the local institutions involved. Tiziana Donati, aka Tosca, flanked by Pino Jodice on guitar, Elisabetta Pasquale on double bass and vocals, Luca Scorziello on drums and percussion, Fabia Salvucci on percussion and vocals, offered the Algerian public her latest work Morabeza, released in October 2019 which concludes a long journey through various countries of the world. The decision to bring the concert also to Oran was much appreciated by the public asking that cultural activities be extended outside the capital’s circuit.
Italy was also the guest of honour at DIMAJAZZ, Constatine Jazz Festival, an edition dedicated to women and in which the performance of the singer Ilaria Pilar Patassini with pianist Roberto Tarenzi, bassist Luca Pirozzi and drummer Alessandro Marzi aroused deep emotion from the press, the public and the organizers.
We have just inaugurated the Algerian stage of the photographic exhibition Eyes on Tomorrow – Young Italian Photography, a widespread exhibition created in collaboration with this Ministry and the Municipality of Reggio Emilia, in the presence of one of the curators (Daniele de Luigi) and one of the three artists on show (Marina Caneve). This will be followed by the realisation of the Italian Design Day in collaboration with the Ecole Polytéchnique d’Architecture et d’Urbanisme and in the presence of Dr. Simona Bordone of Domusweb, design ambassador for Algeria, who will hold two conferences for students of architecture and design and for the public of this Institute.
We will host the Algerian leg of the “Universo Olivetti” exhibition coming from Lisbon for a month.
We will participate in the 16th edition of the European Festival, organized by the Delegation of the European Union in collaboration with the Member States, with the singer Karima and her group who will perform not only at the National Theatre of Algiers but also at the Regional Theatre of Constantine. We will participate in the International Festival of Popular Dance of Sidi Bel Abbes with a group of dancers in collaboration with the Notte della Taranta and we will be part of the cultural schedule of the Mediterranean Games with a series of activities: film screenings, an artistic residency and a theatrical show.
In September we will present a prestigious exhibition of the “Italian artists’ Collection” at the National Museum of Fine Arts in Algiers – artists never exhibited to date, and an exhibition for which we are creating the catalogue.

What role does communication play in the Institute’s relationship with the public?

Communication plays an essential role for our audience, who follow numerous activities on the website and on social networks. Algeria is a country with a high percentage of young people, and for this reason our social networks are very popular. We use three languages, Italian, Arabic and French, to reach all users, and we make photos and video footage of our events available, for greater involvement of those who follow us. During the pandemic, these tools allowed the extensive participation of the public both in the activities carried out exclusively online and in the activities in hybrid mode, where the containment regulations required a limited presence. This choice had unexpected implications, as we were able to involve people far away from the capital. We will therefore adopt the hybrid mode even when the limitations of the pandemic are over.
Alongside the website and social networks, we use more traditional forms of communication such as the newsletter for members and students and the e-mail transmission of invitations. We also continue to be very present in print, on paper or digitally, French and Arabic-speaking, and on national, French-speaking and Arabic-speaking radio and television networks. Our Facebook users have grown a lot in the last two years, going from about 7,000 to about 12,000 and also on the other platforms on which we are present (Twitter, Instagram, Linkedin, Youtube) the trend is growing.


Although in a gradual and uneven way in the different countries and regions, we are starting to come out of the emergency phase. The time has come to design the new normal. How do you envisage the next few years of activity?

The last two years have been complex, and our work has been aimed at ensuring the presence of Italian culture in the country through the ways that technology has made possible. We have never stopped our language courses, done online, or even our cultural activities. We offered online events without fail through the networks and as soon as it became possible we resumed activities in person or in hybrid mode, in compliance with the containment measures. I may add that, in collaboration with the Embassy and ICE, the time of Covid was also a moment for strengthening the already good relations with the country’s institutions, which the recent visit of our President Mattarella last November sealed and magnified. This was followed by other important institutional visits that have certainly increased our prestige and interest from the media and the public. The delicate international situation leads us to adopt a sober and measured approach, however this does not prevent us from expanding our sectors of activity and trying to intensify our presence in an immense territory. Today in Algeria, thanks to teamwork, Italy is increasingly a country of reference, whose culture manages to interface uniquely with Algeria. The new normal has already begun in Algiers.

Laureata in Scienze Politiche presso l’Università degli Studi di Bari, Antonia Grande ha conseguito il Diplome d’Études Approfondies en Droit Communautaire presso la Facoltà di Giurisprudenza dell’Università di Nancy II e un Dottorato in Ordine Internazionale e Diritti umani presso Sapienza di Roma. A seguito di varie esperienze di studio e ricerca presso l’Università di Bilbao e presso la Corte Europea dei Diritti Umani di Strasburgo, nel 2003 entra a far dei ruoli MAECI come Funzionaria della Promozione Culturale, successivamente ha prestato servizio presso l’IIC di New Delhi dal 2007 al 2013,  l’IIC di Bratislava dal 2013 al 2016 e presso l’IIC di Algeri dal gennaio 2020 in qualità di Direttrice.

 

Può tracciare, per le lettrici e i lettori di italiana, un ritratto dell’Istituto Italiano di Cultura da lei diretto e della sua storia?

L’Istituto Italiano di Cultura di Algeri è stato fondato nel 1963, immediatamente dopo la proclamazione dell’indipendenza dell’Algeria, e dalla sua fondazione non ha mai interrotto le sue attività, anche nei difficili anni Novanta allorché, a causa dell’emergenza terrorismo, le altre istituzioni culturali straniere hanno lasciato il Paese. Questa solidale condivisione delle istituzioni italiane, Ambasciata, Istituto di Cultura ed ICE, ha creato una relazione con gli algerini che definirei speciale. L’Istituto Italiano di Cultura è ad Algeri un simbolo di amicizia mediterranea. Attualmente è situato nel quartiere di El Biar, sulle alture della città, in una residenza di epoca coloniale, e continua a caratterizzarsi come spazio culturale aperto, meta di artisti, intellettuali e giovani studenti, che amano intrattenersi nelle sale della nostra biblioteca o nei giardini che la circondano. Esso rappresenta un punto di riferimento per tutti coloro che – interessati alla cultura e alla lingua italiana – desiderano frequentare i corsi di lingua, partecipare agli eventi culturali ed ottenere informazioni aggiornate su borse di studio ed eventi in Italia. Anche durante gli anni di pandemia il dialogo con il pubblico non si è mai interrotto.

Come racconterebbe la città e la sua scena culturale? Quali sono i più importanti rapporti di collaborazione che l’Istituto intrattiene con istituzioni ed operatori culturali?

La città di Algeri, al-Jazā’ir per gli algerini, è una meravigliosa capitale mediterranea. Nella “città bianca”, così celebrata da poeti e viaggiatori, convivono e si fondono culture e civiltà che l’hanno attraversata. La scena culturale rispecchia questa sua vocazione, ed è espressione di un patrimonio originale in grande fermento. Accanto alle espressioni più tradizionali si moltiplicano contenitori e incubatori culturali che ambiscono ad aprirsi al mondo, soprattutto il Mediterraneo.
L’Istituto Italiano di Cultura promuove la cultura italiana in ogni settore artistico e di promozione integrata, collaborando, insieme ad Ambasciata ed ICE, con le più importanti istituzioni algerine. Potrei citare, nell’ambito dell’ottimo rapporto di cooperazione con il Ministero della Cultura e delle Arti, il Museo Nazionale di Belle Arti, il Centro Algerino della Cinematografia, l’AARC Agenzia di promozione Culturale, il Teatro Nazionale, l’Opera di Algeri, il Teatro Regionale di Orano, il Festival di Jazz di Constantine, il Festival Internazionale di Danza Popolare di Sidi Bel Abbes, il Festival di Musica Sinfonica, il Centro Nazionale Ricerche Archeologiche, la Scuola Nazionale Superiore Algerina di Conservazione e Restauro dei Beni Culturali, la Scuola Politecnica di Architettura ed Urbanismo. Collaboriamo attivamente nella promozione della lingua con i Dipartimenti di Italianistica delle Università di Algeri2, Blida ed Annaba e con i numerosi licei del Paese che hanno scelto d’inserire l’italiano nei loro programmi d’insegnamento. Tra gli operatori culturali vorrei ricordare anche l’Orchestra dei Giovani Algerini, un progetto formativo nato dall’idea di un noto compositore algerino, borsista del nostro Istituto, le case editrici Barzakh e Casbah.
L’Istituto di cultura partecipa inoltre alle iniziative della Delegazione dell’Unione Europea in Algeria, collabora attivamente con l’UNHCR, ed ha consolidati rapporti con le altre rappresentanze europee nell’ambito del programma europeo EUNIC, ricoprendo attualmente la presidenza dell’Eunic Cluster Algeria.

Quali sono i progetti più significativi della programmazione dell’Istituto?


L’anno in corso rappresenta un momento peculiare del Paese, che celebra i sessant’anni dalla sua indipendenza, e che accoglierà ad Orano la XIX edizione dei Giochi del Mediterraneo. In questo particolare fermento sono lieta di poter affermare che l’Italia sarà tra i protagonisti. La riapertura delle esposizioni nazionali ha visto il nostro Paese ospite d’onore al Salone Internazionale del Libro di Algeri nell’ambito del quale tutti gli attori del Sistema Paese hanno contribuito alla realizzazione di un programma prestigioso nel quale sono stati coinvolti numerosi autori, autrici e case editrici.
I due concerti di Tosca hanno rappresentato il riavvio delle attività dal vivo in grande stile in considerazione dello spessore dell’artista e delle istituzioni locali coinvolte. Tiziana Donati, in arte Tosca, affiancata da Pino Jodice alla chitarra, Elisabetta Pasquale al contrabbasso e voce, Luca Scorziello alla batteria e percussioni, Fabia Salvucci alle percussioni e voce ha proposto al pubblico algerino il suo ultimo lavoro Morabeza, uscito nell’ottobre 2019 che conclude un lungo viaggio attraverso vari Paesi del mondo. La decisione di portare il concerto anche ad Orano è stata molto apprezzata dal pubblico che chiede di estendere le attività culturali al di fuori del circuito della capitale.
L’Italia è stata anche ospite d’onore al DIMAJAZZ, Festival di Jazz di Constatine, un’edizione dedicata alle donne e nella quale l’esibizione della cantante Ilaria Pilar Patassini con il pianista Roberto Tarenzi, il bassista Luca Pirozzi e il batterista Alessandro Marzi ha suscitato profonda emozione da parte della stampa, del pubblico e degli organizzatori.
Abbiamo appena inaugurato la tappa algerina della mostra fotografica Eyes on Tomorrow – Giovane Fotografia Italiana, mostra diffusa realizzata in collaborazione con codesto Ministero e con il Comune di Reggio Emilia, alla presenza di uno dei curatori Daniele de Luigi) e di una dei tre artisti in mostra (Marina Caneve). Ad essa farà seguito la realizzazione dell’Italian Design Day in collaborazione con l’Ecole Polytéchnique d’Architecture et d’Urbanisme e alla presenza dalla dottoressa Simona Bordone di Domusweb, ambasciatrice del design per l’Algeria, che terrà due conferenze per gli studenti di architettura e design e per il pubblico di questo Istituto.
Ospiteremo per un mese la tappa algerina della mostra “Universo Olivetti” in arrivo da Lisbona.
Parteciperemo alla XVI edizione del Festival Europeo, organizzato dalla Delegazione dell’Unione Europea in collaborazione con gli Stati Membri, con la cantante Karima ed il suo gruppo che si esibiranno non solo presso il Teatro Nazionale di Algeri ma anche presso il Teatro Regionale di Constantine. Parteciperemo al Festival Internazionale di Danza Popolare di Sidi Bel Abbes con un gruppo di danzatori in collaborazione con la Notte della Taranta e saremo parte del palinsesto culturale dei Giochi del Mediterraneo con una serie di attività: proiezioni di film, una residenza artistica e uno spettacolo di teatro.
A settembre presenteremo una prestigiosa mostra del “Fondo degli artisti italiani” presso il Museo Nazionale di Belle Arti di Algeri – artisti mai esposti ad oggi, e mostra per la quale stiamo realizzando il catalogo.

Che ruolo gioca la comunicazione nel rapporto con il pubblico dell’Istituto?

La comunicazione ha un ruolo essenziale per il nostro pubblico, che segue numeroso tutte le attività sul sito e sulle reti sociali. L’Algeria è un Paese con un’alta percentuale di giovani, e per questa ragione le nostre reti sociali sono molto seguite. Utilizziamo tre lingue, l’italiano, l’arabo ed il francese, per raggiungere tutti gli utenti, e rendiamo disponibili foto e riprese video dei nostri eventi, per un maggiore coinvolgimento di chi ci segue. Durante la pandemia questi strumenti hanno permesso la partecipazione di un pubblico vasto sia alle attività svolte esclusivamente on line sia alle attività in modalità ibrida, laddove le norme di contenimento imponevano un numero limitato di presenze. Questa scelta ha avuto dei risvolti inaspettati, poiché siamo riusciti a coinvolgere persone molto distanti dalla capitale. Adotteremo dunque la modalità ibrida anche quando le limitazioni della pandemia saranno superate.
Accanto al sito ed alle reti sociali utilizziamo le forme comunicative più tradizionali come la newsletter per i soci e gli studenti e la trasmissione via posta elettronica degli inviti. Continuiamo inoltre ad essere molto presenti sulla stampa, cartacea o digitale, francofona ed arabofona e sulle reti radiofoniche e televisive nazionali, francofone ed arabofone. I nostri utenti Facebook sono molto cresciuti negli ultimi due anni passando da circa 7.000 a circa 12.000 e anche sulle altre piattaforme sulle quali siamo presenti (Twitter, Instagram, Linkedin, Youtube) il trend è in crescita.


Sia pure gradualmente e in maniera non omogenea in tutte le aree e Paesi stiamo uscendo dalla fase emergenziale. È giunto il momento di disegnare la nuova normalità. Come immagina i prossimi anni di attività?

Gli ultimi due anni sono stati complessi, ed il nostro lavoro è stato orientato ad assicurare la presenza della cultura italiana nel Paese attraverso le modalità che la tecnologia ha reso possibili. Non abbiamo mai interrotto i nostri corsi di lingua, realizzati on line, e neppure le nostre attività culturali. Abbiamo puntualmente offerto eventi on line attraverso le reti e non appena si è reso possibile abbiamo ripreso le attività in presenza o in modalità ibrida, nel rispetto delle misure di contenimento. Posso aggiungere che, in collaborazione con Ambasciata ed ICE, il tempo del Covid è stato anche un momento di rafforzamento delle già buone relazioni con le Istituzioni del Paese, che la recente visita del nostro Presidente Mattarella lo scorso novembre ha sugellato ed amplificato. A questa hanno fatto seguito altre importanti visite istituzionali che hanno sicuramente accresciuto il nostro prestigio e l’interesse da parte di media e pubblico. La delicata situazione internazionale ci induce ad adottare un approccio sobrio e misurato, tuttavia ciò non ci impedisce di ampliare i settori di attività e di cercare di intensificare la nostra presenza in un territorio immenso. L’Italia oggi in Algeria, grazie ad un lavoro di squadra, rappresenta sempre più un Paese di riferimento, la cui cultura riesce ad interfacciarsi in maniera unica con l’Algeria. Ad Algeri la nuova normalità è già iniziata.
